Accessibility is a common criterion in evaluation, especially of programs, services, products, and information, when the target audience (such as disabled individuals) or the intervention (such as online teaching or Web pages) is presumed to present special challenges of access. These two factors often coincide in evaluations, as for example in evaluating Web-based teaching for persons with disabilities. Many government agencies have developed guidelines for determining accessibility of a range of services.
