Despite dramatic technological changes that have revolutionised how data are collected, compiled and used – and by whom – the law regarding the ownership of compilations of data has remained fairly static since the 1990s. What has changed, however, are the number and kind of users of spatial data, the new technologies that expand categories of spatial data, and the way many governments now approach the licensing of their stores of spatial data.
