Evaluation involves assessment of the strengths and weaknesses of programs, policies, personnel, products, and organizations in an effort to improve their effectiveness. Evaluation researchers are called in when the effectiveness of a policy or program needs to be assessed.

An integral part of undertaking any evaluation exercise is to judge whether the activity being studied is worthwhile. Edward Suchman (1967) defined a set of criteria that can assist in that judgment.
