There is a growing awareness that complexity matters in development programs and development evaluation. In this chapter we present our framework for dealing with complexity in development evaluation. We address the question: What do we mean by complexity? An important message is that dealing with complexity in development evaluation does not necessarily require that evaluators learn to apply unfamiliar and highly technical designs.
